Manufacturing and trade became the main taxpayers in 2025

Two key sectors of the economy accounted for more than a third of Ukraine's consolidated budget revenues in 2025, demonstrating growth even amid war and constant attacks on infrastructure.

In 2025, the manufacturing industry and wholesale and retail trade became the leaders in paying taxes to the consolidated budget of Ukraine. Together, these industries accounted for more than 34 per cent of all tax revenues. This was reported by Lesya Karnaukh, acting head of the State Tax Service.

According to her, the manufacturing industry accounted for 17.9 per cent of total revenues. Wholesale and retail trade, together with the repair of motor vehicles and motorcycles, provided another 16.6 per cent. A significant contribution was also made by public administration and defence, together with compulsory social insurance, with a share of 12.4 per cent, as well as financial and insurance activities, which provided 8.4 per cent of revenues.

Compared to 2024, 2025 saw a significant increase in tax payments in a number of sectors. The largest increase was in the manufacturing industry, where revenues grew by 23.6 per cent, or 70.2 billion hryvnia. Wholesale and retail trade increased tax payments by 24.8 per cent, or UAH 67.6 billion. Public administration and defence, together with compulsory social insurance, showed an increase of 25.9 per cent, or UAH 52.4 billion. The highest growth rates were recorded in agriculture, forestry and fisheries, where revenues increased by 35.8 per cent, or 27.9 billion hryvnia.

Lesya Karnaukh emphasised that Ukrainian businesses are operating in conditions of constant shelling, infrastructure destruction, and disruptions to electricity and logistics. At the same time, entrepreneurs continue to provide people with jobs and pay taxes responsibly. According to her, these funds are used to pay salaries to the military and energy workers, purchase equipment, and finance medicine, education, and social programmes.
