Public sector pay reform: what will change under draft law No. 14387

The relevant committee recommended that parliament adopt draft law No. 14387, which provides for changes to the wage system in Ukraine.
Key provisions include the introduction of the principle of "equal pay for equal work," the creation of a unified system for the public and private sectors, and the establishment of a legally defined upper limit on salaries for senior officials.
Committee Chair Galina Tretyakova noted that there are currently no clear legislative principles for determining remuneration for political positions, which leads to significant disparities.
According to the authors of the initiative, individuals with the same functions and level of responsibility may receive remuneration that differs by a factor of 4, 5 or 10.
The document provides for the introduction of an "Executive Table" and a "General Table." The first will be approved by a separate law and will set the maximum annual remuneration for senior political positions. The second will be approved by the Cabinet of Ministers and will regulate the remuneration of other public service positions.
It is planned that the gap between the minimum salary of a specialist in the public sector and the maximum salary of a political position will not exceed 5-6 times.
The draft law also provides for a unified three-part structure of the law, the introduction of the concept of "incentives" and the creation of an advisory group of experts under the Speaker of the Verkhovna Rada to inform the public about the validity of politicians' salaries.
