Ukraine launches state-run online gambling monitoring system
The Cabinet of Ministers of Ukraine has adopted a resolution necessary to launch the State Online Monitoring System for the Gambling Business. This was reported by the Ministry of Digital Transformation of Ukraine. For the first time, the state will receive a tool for round-the-clock control over the activities of licensed gambling operators and will be able to accurately determine tax revenues from the market.
In the first stage, the system will record all key financial transactions, including bets, payouts, refunds, and player balance replenishments. This will make it possible to track the entire movement of money in real time and minimise the risks of shadow schemes. According to Deputy Minister of Digital Transformation Nataliya Denikeyeva, the transition to a data-driven approach will allow regulatory decisions to be made based on verified data rather than estimates.
Licensed gambling operators will have six months to connect to the system. It is expected that by the summer of 2026, the state will use the DSOM as a full-fledged tool for regulating and combating the illegal segment. The technical administrator of the system is DP Diya, and the market currently has 34 licensed operators.
The second stage of DSOM development is planned for 2026. It provides for control of game results, the operation of slot machines, compliance with the principles of responsible gaming, and accounting for transactions with hryvnia gaming substitutes. According to PlayCity estimates, the cost of the second stage may be around 45 million hryvnias, and its implementation is expected in autumn 2026. Similar systems are already in operation in Germany and Romania, and Ukraine is using this experience as a basis for increasing the transparency of the gambling market.
