Zelenskyy: Those responsible for the tragedy in Vyshneve will be held to account

President Volodymyr Zelenskyy has announced the initial findings of the investigation into the explosions at the depots in Vyshneve, which occurred following a Russian missile strike. According to him, the Security Service of Ukraine has already identified the officials responsible for allowing the weapons depots to be situated near residential areas

The Head of State made this statement in an evening address.

The SBU is investigating the circumstances of the tragedy

The President said that he had heard reports on the investigation being conducted by the SBU and the Office of the Prosecutor General. SBU Major General Oleksandr Poklad has already reported on the initial findings of the investigation.

According to Mr Zelenskyy, investigators have established which members of the management of Ukroboronprom’s enterprises took the decision to locate the depots in Vyshneve, even though this contravened the law, the decision of the Supreme Commander-in-Chief’s Headquarters and internal instructions. The President emphasised that all those involved must be held accountable.

Company directors and those responsible for security are under investigation

According to Zelenskyy, the investigation has already established that the heads of two state-owned enterprises acted contrary to the applicable requirements. In addition, law enforcement agencies are examining the actions of deputy heads responsible for security matters, as well as other officials whose decisions may have led to the tragedy.

Other defence enterprises to be investigated

The President has ordered similar investigations to be carried out at other enterprises within the defence-industrial complex. He emphasised that weapons and ammunition must only be stored in specially designated locations, away from residential areas.

Separately, Zelenskyy drew attention to the need to speed up the restoration of damaged facilities. According to him, this requires changes at both local and central government levels, and the relevant decisions will be taken in the near future.

Changes expected at Ukroboronprom

The President also stated that he had discussed the forthcoming reform of Ukroboronprom separately. He said that the internal control system within the state-owned conglomerate needs to be strengthened so that management can monitor the activities of its enterprises more effectively and prevent similar incidents in the future.
