State support during the energy crisis: who is eligible and what can they receive?

The government changed the procedure for using funds from the State Decarbonisation Fund and allocated them to the purchase of 10,000 portable charging stations for children with disabilities in subgroup A. Separately, preferential lending and grant compensation for energy equipment is provided for condominiums.

This was announced by the Secretariat of the Cabinet of Ministers of Ukraine on 28 January 2026.

10,000 charging stations for children with disabilities

The Decarbonisation Fund will purchase and deliver 10,000 portable charging stations with an estimated capacity of approximately 2 kWh.

According to Prime Minister Yulia Svyrydenko, this will ensure the power supply of vital medical and rehabilitation devices during prolonged power outages.

The Ministry of Social Policy will distribute the charging stations.

Preferential loans for condominiums

HOAs can apply for a preferential loan at 43 partner banks participating in the "5–7–9%" programme, which is being implemented by the Ministry of Economy, Environment and Agriculture and the National Development Agency.

Loan terms:

— amount — up to UAH 3 million
— term — up to 3 years
— rate depends on the year of use of the loan:
1 year — 0% per annum
2 years — 5% per annum
3 years — 7% per annum

What is required to participate in the programme

The condominium association must:

— be registered and operate in accordance with Ukrainian law;
— open an account with a partner bank;
— purchase equipment exclusively for the needs of the apartment building.

The own contribution is:

— 50% of the cost of the generator;
— 30% of the cost of the solar power plant or heat pump.

How to obtain a grant and loan

  1. Hold a general meeting of co-owners or a meeting of the HOA board (if provided for in the charter).

  2. Adopt a decision to participate in the programme.

  3. If you need a loan, contact a bank from the list. If the selected bank is not a partner of the Fund, you need to open an account with a partner bank to receive compensation.

  4. Submit application No. 1 with supporting documents to the Energy Efficiency Fund.

  5. The Fund will notify you of its decision within 5 working days of registering your application.

  6. After approval, the HOA independently selects a supplier, purchases equipment and performs the necessary work.

  7. Submit application No. 2 upon completion of the work.

  8. Within 7 working days after approval, receive the grant to your account with a partner bank.

To obtain a loan, you need to contact partner banks. To receive grant compensation, contact the Energy Efficiency Fund.

Who can benefit from the support

— Children with disabilities in subgroup A — through the provision of portable charging stations;
— Housing associations — through preferential lending and compensation grants for energy equipment.

In this way, the state is simultaneously introducing targeted assistance for vulnerable groups and financial mechanisms to increase the energy independence of apartment buildings.
