Gravestone slabs were used to repair a staircase in Chernivtsi: what is known

Where did the gravestones on the steps come from?
The first person to notice the unusual slabs was Oleksiy Kaspruk, a member of the Chernivtsi City Council and former mayor. On 17 July, he posted photographs on social media showing fragments of human faces on the granite, and suggested that gravestones had been used for the repairs.
Subsequently, city councillor Yana Brus confirmed that the photographs were genuine. She also noted that the staircase repairs had cost the city budget around 190,000 hryvnias, and called for an investigation into how such materials could have ended up in the city centre.
By the following day, no images were visible on the slabs. Yana Brus suggested that they might have been erased.
What the contractor and the city authorities say
According to information from the public procurement system, the renovation was carried out by Spabud Ltd. The company’s director, Oleg Kerdei, claims that the contractor did not supply new slabs, but merely rearranged those that were already on the steps. According to him, during the laying process, some slabs may have been accidentally turned over, which is why the hidden images became visible.
The Department of Infrastructure and Urban Improvement at Chernivtsi City Council reported that the steps were built around 20 years ago. Since then, they have only been repaired periodically, without the cladding being completely replaced.
The city council has not ruled out the possibility that the slabs may have been used during the construction of the square. At the same time, they emphasise that this is merely one theory which requires verification. Officials have promised to examine the documentation, establish the origin of the materials and publish the results of the investigation. If a breach is proven, they promise to hold those responsible to account.
