The Ukrainian National Pantheon is to become part of the Kyiv-Pechersk Lavra
This was announced by the Cabinet of Ministers of Ukraine
What the resolution provides for
According to Document No. 871, the Ukrainian National Pantheon will operate as part of the ‘Kyiv-Pechersk Lavra’ National Reserve, which falls under the jurisdiction of the Ministry of Culture.
The Ukrainian Institute of National Remembrance is to develop a concept for the Pantheon, define its structure, provide academic support for the project, and hold expert and public discussions on forms of commemoration.
What tasks has the Ministry of Culture been assigned?
The Ministry of Culture must determine the location of the Pantheon within the Lavra’s grounds, taking into account cultural heritage protection requirements, land-use restrictions and Ukraine’s international obligations.
The Ministry must also organise an open architectural competition. It is planned to involve representatives of state bodies, local authorities, the public, international organisations, religious communities, architects, historians and art historians in this process.
Provisions for the reburial of prominent Ukrainians
A separate clause in the resolution concerns Ukrainians buried abroad. The Ministry of Foreign Affairs, together with the Ukrainian Institute of National Remembrance, is to verify the identities of those who fought for Ukraine’s independence and other prominent figures who made a significant contribution to the formation of Ukrainian national consciousness and identity. Following this, the Ukrainian side will liaise with the competent authorities of other states to obtain permission for the exhumation and reburial of their remains in the National Pantheon.
How the project will be funded
The government has stated that the creation, development and maintenance of the Ukrainian National Pantheon will be funded from the state budget allocated for the relevant year, as well as from other sources of funding not prohibited by law.
