Ukraine has already begun preparations for the coming heating season and the restoration of its energy infrastructure following Russia’s attacks this winter. According to President Volodymyr Zelenskyy, work is already underway at 245 sites across the country, although the €90 billion European support package remains blocked.

Volodymyr Zelenskyy made this statement in an evening address on 2 April, published on the President’s website.

According to Zelenskyy, preparations for winter have already begun in all regions. At the same time, the state is gradually restoring what was destroyed by Russian strikes this winter. The President reported that resilience plans for each region have already been approved across the country, and their implementation has already begun.

Separately, the head of state emphasised that every important facility must be protected. He said that clear tasks regarding alternative power generation and the restoration of damaged facilities have been set for regions and key cities. The Cabinet of Ministers, as Zelenskyy said, has already provided the necessary resources and decisions to add cogeneration plants to the power grid.

What Zelenskyy said about funding for the energy sector

The President stated that work on 245 facilities has already begun despite a lack of funding. He cited as a problem the fact that the European support package for Ukraine worth €90 billion remains blocked. Of this amount, he said, €5 billion was to be allocated specifically for winter preparations and rapid restoration.

Zelenskyy added that Ukraine is counting on this decision being approved, but is currently working with the resources already available. He also thanked the government, regional authorities and cities involved in this work, and emphasised that protecting the energy sector and critical infrastructure remains an absolute priority.

As a reminder, Ukrainian President Volodymyr Zelenskyy stated that the protracted war in Iran is beneficial to Russia and has a negative impact on Ukraine. In an interview with Axios, he noted that Russia’s oil-dependent economy benefits from rising prices, as well as from the easing of US sanctions.
