ESBU announced a tender for rebranding worth almost 300,000 hryvnias
The Economic Security Bureau of Ukraine has announced a tender for the development of an identity and brand book. The expected cost of the work is 295,000 hryvnia. The relevant information has been published on the Prozorro public procurement portal.
According to the tender documentation, the subject of the procurement is classified as advertising and marketing services. It involves the creation of a new visual identity and brand book for the central office of the Economic Security Bureau and its regional offices. The deadline for submitting tender proposals is 7 February 2026. The purchase will be financed from the state budget of Ukraine.
The technical requirements specify that the brand book should form a unified and recognisable visual identity for the agency. A key element of the document will be the logo, which will ensure the uniform and correct identification of the ESBU in all information materials. It is expected that the implementation of the brand book will establish common standards of visual communication for both the central office and regional departments.
The document should be available in Ukrainian and English. Among the expected benefits, the ESBU notes an increase in recognition and trust in the agency, the unification of visual materials for presentations, reports, printing, web resources, social networks and merchandise, as well as the introduction of standards for the use of fonts, colours, composition and graphic elements.
The main result of the procurement should be a single brand book with clear rules for the use of identity. In addition, the winner of the tender must provide ready-made templates for presentations, social networks, videos and printed products in formats suitable for editing and further adaptation. Separate options are provided for adapting the identity for regional offices while maintaining a consistent style.
As previously reported by The Public, in his position as director of the ESBU, Tsivinsky demonstrated a discrepancy between his declared openness and actual results. The director held 30 public meetings with businesses and the public, but the effectiveness of the Economic Security Bureau's work declined sharply in the second half of 2025.
In particular, in December, ESBU detectives returned only 18.9 million hryvnia to the state budget. This is the lowest figure for the entire year.
