From fines to prison: how animal cruelty is punished in Ukraine
Lawyer Yevhen Bulimenko explained how animal cruelty is punished in Ukraine.
Administrative liability
If the actions caused suffering or physical pain but did not result in the animal’s injury or death, administrative liability applies (Article 89 of the Code of Administrative Offences).
Fines: from 3,400 to 5,100 UAH.
For repeat offences: from 5,100 to 8,500 UAH or administrative detention for up to 15 days.
“In such cases, the court may impose an additional sanction – the confiscation of the animal – if the owner poses a threat to its health or life,” says Bulimenko.
Criminal liability
If, however, the animal has suffered bodily harm, been maimed or killed, the actions are classified under Article 299 of the Criminal Code of Ukraine.
Basic penalty: restriction of liberty or imprisonment for a term of 1 to 3 years.
Aggravating circumstances: if the offence is committed in the presence of a child (3–5 years’ imprisonment) or with particular cruelty, as a repeat offence or by a group of persons (5–8 years’ imprisonment).
Courts are increasingly handing down convictions for such offences. A notable example is Case No. 371/1068/23, heard by the Myronivskyi District Court of Kyiv Oblast in March 2026.
“A man, whilst under the influence of alcohol, shot a dog with a hunting rifle, causing the animal to sustain gunshot wounds and fractures. The court found him guilty and sentenced him to four years’ imprisonment, suspending the sentence for a probationary period of two years,” said Bulimenko.
