Over 15 million hryvnias were embezzled from Ukrzaliznytsia’s procurement contracts: the case has been referred to court

The case involving four members of a group suspected of embezzling over 15 million hryvnias through the procurement of repair and construction materials for Ukrzaliznytsia has been referred to court. According to the National Anti-Corruption Bureau of Ukraine (NABU), the scheme operated through tenders for paint and linoleum, which were awarded to pre-arranged companies.

According to the investigation, in 2022, the organiser of the scheme, through officials under his control at the ‘Production Support Centre’ branch of Ukrzaliznytsia, facilitated the victory of pre-arranged companies in a tender for the procurement of paint and linoleum.

The NABU notes that if “uncoordinated” companies took part in the competition or offered a lower price, the tender was cancelled.

Subsequently, according to the bureau, the actual owners and representatives of the companies, in collusion with the organiser of the group, concluded contracts with “Ukrzaliznytsia” for the supply of products at inflated prices.

The NABU claims that as a result of this scheme, between September 2022 and April 2023, Ukrzaliznytsia suffered losses amounting to over 15 million hryvnias.

According to the investigation, it was these funds that the participants in the scheme appropriated and disposed of at their own discretion.

Separately, the bureau reported that between February and April 2023, the same individuals attempted to embezzle funds for the purchase of paint in a similar manner.

However, according to the NABU, this was prevented by the investigation conducted by the NABU and the SAPO.
