Zelensky in Munich: PURL, security guarantees and Europe's role in negotiations
During a briefing in Munich, Volodymyr Zelenskyy said that Germany is the largest donor of aid to Ukraine among European countries. According to him, Berlin and Oslo actively support Ukraine with funds, air defence systems and through the PURL programme. Norway has also significantly increased its contribution in these areas. The President emphasised that the Netherlands and other European countries are also providing assistance.
Commenting on the negotiation process, Zelensky drew attention to the change of the head of the Russian negotiating team. In his opinion, this may be an attempt to postpone decisions or start the process from the beginning. Ukraine is counting on the support of the United States to prevent the negotiations from being delayed. The President also stressed the importance of agreeing on the mechanism for the monitoring mission in the event of a ceasefire.
Regarding the possible deployment of foreign troops in Ukraine, Zelensky noted that each state must make such a decision independently. Ukraine is ready to invite troops from a coalition of willing countries to ensure security in the air and on land. According to him, Russia opposes this idea, although at the same time it claims that it does not plan new attacks.
The president also said that Ukraine is currently being financed mainly by Europe. According to him, partners from Canada are helping, Japan is providing humanitarian support, but the bulk of the funds are coming from European countries. At the same time, Europe is not yet sufficiently represented in the peace talks, which Zelensky called unfair given the need for European security guarantees.
Separately, the head of state stressed that the first step towards ending the war should be the signing of security guarantees for Ukraine. According to him, there is currently a proposal from the US for guarantees for a period of 15 years, but Ukraine is seeking longer commitments, exceeding 20 years. Zelensky stressed that this is not a gift, but a necessary condition for restoring trust and giving Ukrainians hope after four years of shelling.
The President added that Ukraine will do everything possible to ensure that neither side can accuse it of hindering the peace process.
