The Odessa Regional Recruitment and Social Support Centre has confirmed the detention of military personnel from one of the district recruitment and social support centres in Odessa. The centre stated that it is working with law enforcement agencies to establish the full circumstances.

Suspilne analysed 62 former and current heads of regional anti-corruption centres and specialised units who served between 2022 and 2026, and found that at least nine findings by the National Agency for Corruption Prevention (NAZK) concerned indications of illicit enrichment totalling 367,927,245 UAH. The focus was on both the most high-profile figures in criminal proceedings and officials whose assets, according to journalists’ estimates, corresponded to their official incomes or had remained unchanged since the start of the full-scale war.

A bill has been tabled in the Verkhovna Rada that provides for the introduction of new rules on the visual identification of staff at regional recruitment and social support centres, as well as changes to the procedures for verifying their authority when interacting with members of the public. According to the authors, the initiative is intended to increase the transparency of the centres’ operations and reduce the number of disputes.

MP Yaroslav Zheleznyak claimed that media figure Volodymyr Petrov had allegedly once again secured an exemption from mobilisation – this time through the television and radio company “Korysne TV”. At the same time, the MP made new allegations regarding a possible discrepancy between Petrov’s official income and his assets, and also mentioned criminal proceedings which, according to him, have already been opened against him.

In the first quarter of 2026, the Office of the Verkhovna Rada Commissioner for Human Rights received 1,657 complaints regarding possible violations by the Territorial Recruitment Centres and the Special Recruitment Commissions. The most common complaints concerned the conscription of those not subject to mobilisation, the process of undergoing medical examinations by military medical commissions, and appeals against decisions made during mobilisation procedures.

Servicemen aged 18–25 who have served under an annual contract in the Defence Forces and been discharged upon its expiry will be granted a guaranteed 12-month deferment from conscription. The Ministry of Defence has stated that the provision has already been finalised and is now fully in force.

An incident occurred on 8 April on Sakharov Street in Ternopil, following which a 32-year-old man was taken to hospital with injuries. Eyewitnesses claim that he was beaten by members of the Territorial Defence Corps, whilst the Ternopil Regional Territorial Defence Corps and the Joint Staff stated that the man was injured whilst fleeing.

In Kyiv, law enforcement officers have uncovered a scheme whereby men liable for military service were illegally sent abroad under the guise of being members of music bands. According to the investigation, the organiser set up a sole trader business specifically for this purpose, and a ‘place in the band’ cost between $7,500 and $13,000.

Military Ombudsman Olga Reshetilova stated that conflicts with commanders are not the main reason for desertion. According to her, desertion most often occurs among newly mobilised soldiers, and the primary cause is consistently the fear of death and the desire to save one’s life.

The Volyn Regional Military Registration and Enlistment Office has reminded the public that, in the event of non-payment of a fine for breaching military registration or mobilisation regulations, the case may be referred to the enforcement service for compulsory collection. In such cases, the amount owed increases and additional restrictions may be imposed on the debtor.
